You will need: feathers (I love pheasant for this project), ballpoint pens, hemp string, and superglue.
Line up the feather with the top of the pen...
Tie the pen and feather together at the top and wrap the string around.
Finally, glue the loose ends flat to the tip of the pen without touching the balpoint.
